If you have a written statement by upstream about the license (e.g. as email),
it should be enough to include that in debian/copyright. It is not necessary
(though of course preferable) that this information is also available in the
orig.tar.gz.

(This question comes up quite regulary (i.e. at least once a year) on this list
AFAIR, so an archive search might provide further insight)
