My employer, a large Australian ISP was planning to enter the ADSL market, initially via wholesale L2TP.

Initial customer roll-out expected to be on the order of tens of thousands, expected to scale to 100s of 000s.

We were looking for:

  An alternative to Cisco 10K (or other proprietary solution)
  Scalable (not one pppN interface per session)
  Preferably Linux (our SOE)
  Freely modifiable
