Maintainers of packages with old Standards-Versions

This is a sorted list of maintainers whose packages have a Standards-Version: field less than 3.1.0. By now every package should be at least at this level, and it makes QA's life difficult if a package actually does conform to a modern policy but doesn't state this. So, if your name is on this list, especially if it's near the top, please try to update it so that other people don't have to worry about it.
